When a suspect is arrested the society expects the offender to be dealt with speedily. Delay in the delivery of judgments and rulings by magistrates,witnesses not bonded,accused persons sick,adjournments by advocates, prosecutors not ready,trial magistrates sick, political interference, corruption, inadequate staff and financial constraints.There was need to establish research services in the judiciary, to computerize the operations of the judiciary, have better remuneration of judicial staff ,probation officers, police and prison warders.
