To say that someone ‘knows’ a language is in his account to say that (at least among other things) they know its grammar. Hence, to use Chomsky's term, what every human being must inherit is a ‘Universal Grammar’ (abbreviated ‘UG’). His conception of UG is still constantly evolving; but in an influential theory he developed in the 1980s, it included principles of grammar that would hold for every language, with ‘parameters’, whose alternative values were fixed differently in languages of different types, as the minds of children developed their knowledge of them.
